The International came from the same Carlton works at Worksop as the Professional, one rung below it. It was Reynolds 531 double-butted throughout, with Nervex Professional lugs and Campagnolo Nuovo Record everywhere except the brakes, which were long-reach Weinmann centerpulls. Those brakes tell you what it was. The Professional was built stiff and quick. The International had relaxed angles and plenty of tire clearance, a light tourer sold with racing parts and tubulars, at 22.5 lb in the 1974 catalog. Sheldon Brown noted the design was so unfashionable by the late 1970s that many were stripped for their Campagnolo. Find one with its Nervex lugs and centerpulls and it makes a fine fast all-day bike.

Tubing: Raleigh's catalogs list Reynolds 531 double-butted tubes, forks and stays, and some years had Reynolds rapid-taper chainstays, round all the way along. Look for the Reynolds 531 decals on the seat tube and fork blades. Owners report Carlton decals on the seat tube of early 1970s Internationals.
The frame: Nervex Professional lugs are the tell, chromed at the head tube on some bikes. The frame has relaxed angles and generous tire clearance, which is why it needed long-reach Weinmann brakes. Ask for close photos of the lugs and stays and look for rust lines or cracked paint.
Sizing: The 1970 and 1974 catalogs list five sizes, 20.5 to 24.5 in. Ask for the seat tube and top tube lengths, measured on the bike.
Threads and standards: The International was one of the higher-end Raleighs built at the Carlton works with British Standard Cycle (English) threading and a cotterless crank. A modern English bottom bracket fits. Don't use parts off a cheaper Nottingham Raleigh, which used Raleigh's own 26 TPI threads.
Wheels: It came on tubulars, with Sprint alloy rims on Campagnolo Record large-flange hubs and Clement Strada tires in 1974. The generous clearance makes it a good candidate for wider clinchers. We couldn't find a published rear spacing, so measure it first.
Parts it came with: The catalogs list Campagnolo throughout except the brakes, which were Weinmann centerpulls with lightened quick-release levers. In 1974 that meant a Nuovo Record 10-speed, a cotterless Campagnolo crank, a Simplex 14-24 freewheel and a Brooks Professional saddle. Many were stripped for their Campagnolo parts in the late 1970s.
Dating it: Early 1970s serials start with a year letter, E for 1970 and F for 1971, and from 1974 they start with W for Worksop, a fortnight letter and a year digit. Owners report WD4 and WK4 serials on 1974 bikes. Check the paint and parts against the year, since Raleigh reused letters.
