Tubing
Not every good steel frame wears a Reynolds, Columbus or Vitus decal. Makers had their own tubing, and makers outside Europe had their own suppliers. Peugeot built its 1980s P8 from Carbolite 103, a steel it made in-house. Bianchi's Japanese-built Sport SS carries Ishiwata Magny decals on the frame and fork, from one of Japan's main tube makers. The last Schwinn Paramounts, the 1989 to 1994 OS, used oversized True Temper chromoly that Waterford developed with the American tube maker, with a Reynolds 753 version near the end. Take the maker's catalog over the seller's guess, and judge the frame on fit, condition and how it rides.
